The City of Garland and other community partners are facilitating access to a variety of recovery programs for individuals, families and businesses.Check this page regularly for updates and new resources.

Garland Emergency Residential Assistance Program

The City of Garland has partnered with Catholic Charities of Dallas Inc. to provide emergency mortgage and rental assistance to those City of Garland residents impacted by COVID-19. Catholic Charities Inc. is processing applications on a first-come, first-served basis. While we are committed to processing as many applications as we have funding for, we do anticipate a high demand, so please be patient. Completing the application is not a guarantee that a resident will receive a call for the next stage. Please review all information before applying.

Catholic Charities is now offering in-person application assistance. Call 214-613-3164 to schedule an appointment. Appointments are available Thursdays and Fridays, 10 a.m. to 5 p.m. at Garland's Central Library. No walk-ins, please. Bring documents listed below to your appointment.

To qualify, City of Garland residents must:

  • Show proof of Garland residency;
  • Not have received additional housing assistance from the federal stimulus program knows as CARES from another agency;
  • Make less than 120% of the area median household income, which is as follows:
    • 1 person household - $72,400
    • 2 persons - $82,750
    • 3 persons - $93,100
    • 4 persons - $103,450
    • 5 persons - $111,700
    • 6 persons - $120,000
    • 7 persons - $128,250
    • 8 persons - $136,550

Participants must provide documentation of the impact of COVID-19 to their circumstance, including but not limited to the following:

  • Proof of job/income loss, temporary or permanent
  • Reduction in work hours/income
  • Increased healthcare, childcare and household expenses directly related to COVID-19 that attributed to insufficiency of rent/mortgage payments

Copies of the following:

  • Personal identification
  • Proof of income, if any (unemployment benefits, check stubs, Temporary Assistance for Needy Families, etc.)
  • Proof of occupancy for all household members

For those applying for rental assistance. also provide:

  • Copy of your current lease
  • Late or eviction notice(s) for monthly rent or proof of circumstance (any paperwork that can support how the household was adversely affected by COVID-19)

For those applying for mortgage assistance:

  • A copy of the most recent mortgage statement

Catholic Charities Inc. is authorized by the City of Garland to act as a third-party administrator for CARES Act funding.

Medical and Health

No cost medical services to Garland residents 18-years or older and affected by COVID-19 are being provided by Hope Clinic of Garland. They can be contacted at 469-800-2500 or at www.hopeclinic-garland.org.

ELIGIBILITY

  • Must be a Garland Resident
  • 18 years or older
  • Living at or below 200% of the poverty threshold
  • Without health insurance or medical assistance coverage.

New Suicide Prevention Resource - The Federal Communications Commission (FCC) adopted rules to establish 988 as the new, nationwide, 3-digit phone number for Americans in crisis to connect with suicide prevention and mental health crisis counselors. Read the full FCC news release for details.

Senior Citizens

Utility assistance, food and and basic needs assistance for residents experiencing a loss due to COVID-19 are available through The Senior Source Elder Financial Safety Program by calling 214-823-5700 or by email at efsc@theseniorsourc.org.

ELIGIBILITY

  • Must be 62 years of age or older
  • Must be a Garland resident
  • Must have income below 80% of the median income for Dallas County


Domestic Violence Victims

Rental assistance and counseling services will be provided to women and children who have experienced domestic violence episodes due to the COVID-19 crisis are available through Hope’s Door New Beginning Center by calling 972-276-0057 or online at www.hdnbc.org.

ELIGIBILITY

  • Only women with children are eligible
  • Must have income at or below 80% of the area median income for Dallas County

Counseling Services

Counseling services are being provided for individuals and families that have expressed a negative impact due to COVID-19 are being provided by the Counseling Institute of Texas at 972-271-4300 or online at www.citexas.org. Counseling clients will be evaluated for additional food services based on need. food boxes are limited to counseling clients only.

  • Must have income at or below 80% of the median income for Dallas County

Meal Delivery for Homebound Seniors and Disabled Adults

Meal delivery for homebound seniors and disabled adults who are unable to prepare their own meals and have experiences a loss due to COVID-19 is being provided by the Visiting Nurse Association of Texas Meals on Wheels Program. They can be contacted at 214-689-2681 or online at www.vnatexas.org.

  • Must be 62 or older, or disabled
  • Must have income below 80% of the median income for Dallas County

Assistance for Businesses

The City of Garland has partnered with the Garland Chamber of Commerce to distribute $500,000 of CARES Act funds to qualifying Garland small businesses through the CRF Business Assistance Program. For details on how to apply, visit the Chamber’s website.

Additional Services

The American Red Cross has activated a Virtual Family Assistance Center for anyone who lost a loved one due to COVID-19.

Childcare resources for essential workers available at https://frontlinechildcare.texas.gov/. Financial assistance also is available for essential workers needing childcare. Learn more at NorthTexasFamilies.org.

If you are struggling to pay your City utility bills, please contact Utility Customer Service as soon as possible. Atmos Energy also is offering assistance resources to address natural gas bills.
